American Rescue Plan Act Fund

While ARPA is similar to the CARES Act of 2020 - both stimulus packages are designed to support the economic response and recovery related to COVID-19 - there are several differences with this new program. The two most notable differences being the timeframe for expenditures and the expanded qualifying uses. ARPA funds are allowed to cover costs incurred by Dec. 31, 2024 and must be completely spent by December 31, 2026.
Deadline for applications: September 15, 2023 - 3 pm Central

- Small Business and Non-Profit Assistance

- Community Space & Parks Improvements

- Food Desert/Insecurity
- Neighborhood Housing Stabilization

- Community Crime Prevention Program Support
- Foreclosure and Eviction Prevention
- Initiatives to address Homelessness
- Justice Diversion Center
- Home Ownership through Rebab
- Reproduction Equity Fund

STANDARD REQUIREMENTS
Taxing jurisdictions must meet the following:
- Located within Jackson County Missouri
- Serve Jackson County Missouri residents
Agency must meet the following:
- Nonprofit organization registered with the State of Missouri.
- Hold a Jackson County Certificate of Compliance.
- Be in existence for a minimum of two (2) years.
- Located in Jackson County and serve Jackson County residents.
- Agency may not be associated with any personal interest of a member of the Jackson County Legislature or County staff that may be deemed a violation of the ethics policy.
- Jackson County cannot be the sole funder for any program nor provide more than 50% of an organization’s revenue.
- Funding requests are through December 31, 2024. The activities or services for which funds are requested must occur prior to December 31, 2026.
- Funding cannot be used to promote political or religious purposes.
- Funding is provided on a cost reimbursement basis, only after submission of receipts and proof of payment are provided.

- A current roster of Elected officials on organization stationery
- Audited Financial Statement, including Management Letter
- IRS Form W9 https://www.irs.gov/pub/irs-pdf/fw9.pdf
Agency must meet the following:
- Program Application including Proposed Program Budget
- 501c3 Non-Profit Letter of Tax Exemption
- Missouri Secretary of State Certificate of Good Standing
- Missouri Secretary of State Annual Registration Report
- A current roster of Elected officials or Board Members on organization stationery
- IRS Form 990 - Extensions are not accepted.
- Audited Financial Statement, including Management Letter
- IRS Form W9 https://www.irs.gov/pub/irs-pdf/fw9.pdf
DO NOT submit an application if your agency does not have all required documents.
